Answer:

Most food premises are not required to have a licence as such. However, there are some exceptions to this.

The Food Premises (Registration) Regulations 1991 do require food businesses, including mobile food businesses, to register with the local council. Registration must take place 28 days prior to opening.

Where existing businesses change ownership, the new owner must re-register the business with the local council.
