Final decision statement

On 13 December 2016, our full council agreed to make the Wigginton, Hopwas & Comberford neighbourhood plan. The Wigginton, Hopwas & Comberford neighbourhood plan now forms a part of the development plan for Lichfield District. As required by the Neighbourhood Planning (General) Regulations a decision statement has been published.

Referendum

The referendum for the Wigginton, Hopwas & Comberford neighbourhood plan is took place on Thursday 29 September 2016. 86% of people who voted, voted in favour of the neighbourhood plan. Download the Wigginton, Hopwas & Comberford neighbourhood plan declaration of result of poll.

The neighbourhood plan was independently examined in 2015 and the examiner recommended that subject to some modifications the plan should proceed to referendum. We agreed with the examiner’s report and voted to progress the plan to Referendum at the cabinet meeting on 5 April 2016.

Decision statement

On 5 April 2016, our cabinet agreed to proceed to referendum on the draft Wigginton, Hopwas & Comberford neighbourhood plan. As required by the Neighbourhood Planning (General) Regulations a decision statement has been published.

Examination

The Wigginton, Hopwas & Comberford neighbourhood plan was independently examined by Ms Liz Beth in January 2016. The independent examiner's report is now available.

Submission of Wigginton, Hopwas & Comberford neighbourhood plan

Wigginton & Hopwas Parish Council have now submitted the Wigginton, Hopwas & Comberford neighbourhood plan to us. In accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012, we have consulted on the neighbourhood plan. The consultation period ran for six weeks and closed on Friday 4 December 2015.

A pre-submission draft version of the document underwent consultation between August and September 2015. This consultation was undertaken by Wigginton & Hopwas Parish Council (for more information see the section on pre-submission consultation below).

It is our responsibility to collate all the representations and pass them onto the independent examiner, who will look at them and the plan documents when assessing whether the plan meets the basic conditions and can therefore proceed to referendum.

Pre-submission consultation

Wigginton & Hopwas Parish Council published their draft neighbourhood plan and completed the six week pre-submission consultation required by the Neighbourhood Planning (General) Regulations 2012. The consultation closed on 25 September 2015. The document can be viewed on the parish council website.

Neighbourhood area designation

We have received an application from Wigginton & Hopwas Parish Council to designate the parish of Wigginton & Hopwas as a neighbourhood area. The Wigginton & Hopwas Neighbourhood Area has been designated having been approved 9 July 2013 (the relevant body making the application is Wigginton & Hopwas Parish Council).
