The Home Energy Conservation Act
The Home Energy Conservation Act (HECA) 1995 recognises that local authorities in England are uniquely positioned to improve the energy efficiency of residential properties in their areas. Through this act, the government requires each authority to assess the energy conservation needs for their local area and residents, and to report on how they propose to address these.
Our latest HECA report covers the period 2017-2019. It sets out the current emissions, energy and fuel poverty trends within the district and sets out the policies, strategies and practical measures which will help us continue to make improvements and reduce the impact of fuel poverty locally.
We will continue to work with local and national partners to promote ECO and other energy efficiency schemes to maximise opportunities for our residents to benefit from energy efficiency measures.
