Appeal a car park fine
Stoke on Trent City Council process car park fines (also called penalty charge notices or PCNs) issued by car park wardens (working for SABA UK) on our behalf in district council-owned car parks including:
- View all long stay car parks
- View all short stay car parks
- View all Beacon Park car parks

We are not responsible for on street parking fines issued in our district. We also do not oversee fines issued in private car parks that are not owned by the district council.
How to appeal a parking fine
To appeal a fine issued in a district council car park, please fill in the online appeal form on Stoke on Trent City Council's website.
- You will need the penalty charge number and vehicle details to hand.
- You will also need to provide a return postal address as Stoke on Trent City Council are legally required to reply in hard copy.
Key dates
You need to follow strict timescales if you plan to appeal a car park ticket (PCN) - if you do not take action within the deadlines detailed below, the process will continue and you may incur further costs.
Stage 1 - Penalty charge notice (PCN) issued
You have 28 days from the date of the ticket (PCN) being issued to your vehicle to either:
- Pay the penalty - if you pay within 14 days, the charge is reduced by 50%.
- Submit a challenge (called a representation) using the online PCN challenge form, email parking@stoke.gov.uk, or write to Parking Services, PO Box 4907, Stoke on Trent, ST6 9FU.
Stage 2 - Notice to owner (NTO)
If you do not pay the PCN or do not challenge it, Stoke on Trent City Council will send a notice to owner to the registered keeper of the vehicle.
The registered keeper then has 28 days to either:
- Pay the penalty in full.
- Submit a challenge (called a representation) using the online PCN challenge form, email parking@stoke.gov.uk, or write to Parking Services, PO Box 4907, Stoke on Trent, ST6 9FU.
Stage 3 - Notice of rejection & appeal to tribunal
If your challenge is rejected (at either stage 1 or 2), you will be sent a notice of rejection to your registered address. You can then either:
- Pay the penalty in full.
- Appeal to the independent Traffic Penalty Tribunal within 28 days.
- Find out more or seek support on the Traffic Penalty Tribunal website.
If you take no action
- If the deadlines above are missed, the penalty charge will increase and a charge certificate will be issued.
- Continued non-payment may result in the charge being registered as a debt at court and passed to enforcement agents by Stoke on Trent City Council.
- In limited circumstances, it may be possible to apply to the Traffic Enforcement Centre to make a late witness statement explaining why you did not respond in time - the Traffic Enforcement Centre will write to the council asking us for the information we hold about the PCN, so they can determine whether to uphold or reject your application.

Remember: Always keep copies of any challenges or appeals you submit, along with proof of posting and/or email receipts - this will help if you need to show evidence of the action you took as part of a challenge, appeal to the Traffic Penalty Tribunal or application to the Traffic Enforcement Centre.
