If you want to run a betting office, race track, bingo club or adult gaming centre, you'll need a premises licence. We will not consider any applications for casinos in the district.

You will need to a premises licence if you want to sell alcohol, provide regulated entertainment such as films or plays, or late night refreshment.

Every premises licensed to sell alcohol must have a designated premises supervisor (DPS) named on the premises licence. A designated premises supervisor (DPS) must hold a personal licence as they are responsible, along with the premises licence holder, for authorising the sale of alcohol at the premises.

To run a sex shop (any premises selling sex toys, books or videos), or a venue where explicit films are shown to members of the public, you may need a licence.

You will need a temporary event notice (TEN) if you want to carry out a licensable activity on unlicensed premises. Licensable activities include, but are not limited to, selling alcohol, supplying alcohol to members of a club and providing regulated entertainment, such as music or plays.

Cafes, restaurants and bars in the district can apply for a temporary pavement licence* to place furniture on the pavement (and certain other types of highway where vehicles are restricted, such as pedestrian zones) to support their recovery following the covid pandemic.

The government has extended the ability to hold a temporary pavement licence until 30 September 2024*.

You may be eligible for a council tax discount or exemption for a wide range of reasons - you may be a single person, be disabled, or your property may be unoccupied and unfurnished, or having major repairs or structural work.

You can apply for a full refund or partial repayment (sometimes called a rebate) of your council tax if for example you have moved home, but your bank payment wasn’t cancelled.

If you are entitled to support, you won't receive a payment - instead, we'll take the amount you are entitled to off your council tax bill.

If you're over 60 and on a low income, you may be able entitled to pension credit, council tax support and/or housing benefit.

Personal independence payments, or PIP, can help with the extra costs of disability or long-term health conditions for people aged 16 to 64. It is a non-means tested benefit.

If only one adult lives in a your house (as their main home), you may be eligible for up to a quarter off your council tax bill (25%).

Universal credit is a government benefit scheme for those who are out of work or on a low income. You can claim whether you're working or unemployed, and you'll usually receive one payment each month.

We provide assisted collections to help people who are unable to move their bins to the kerbside and have no one else (aged 16+) living in their house who can help them to do this.

There are a range of energy grants to support residents who are on a low income.

If you need help with a rent deposit for a private rented property, you may be eligible for a low cost loan or discretionary housing payment.

If you are receiving universal credit (which includes an allowance for housing element) or housing benefit, but are still struggling with your rent costs, you can apply for extra financial help, known as a discretionary housing payment.

Disabled facilities grants (DFGs) are designed to support adults and children with care needs who need to improve access in and around their homes, so they can remain living independently.

To get a grant a person with a disability must be living in your home. If so, the owner occupiers, private tenants, or landlords may be eligible for a grant. The financial assistance can help pay for necessary adaptations to the building.

You can apply for housing benefit if you need financial help to pay your rent and:

are of state pension age
live in supported accommodation
live in temporary council homeless accommodation

If not you will need to apply for Universal Credit.

Before carrying out works to any trees, we recommend that you check whether your tree is protected by a tree preservation order, or if it's in a conservation area. If the tree you want to work on is protected or in a conservation area, you will need to apply to us before being able to work on the tree.

If you regularly park in Lichfield city centre, you could save hundreds of pounds each year with a parking season ticket for one, six or twelve months. You can choose to park in the following car parks: Birmingham Road (train station), Bus Station, The Friary, Greenhill, Lombard St Lower, Redcourt, Sandford Street, University East or University West.

Blue badges are for drivers or passengers with severe mobility problems and for those who are registered blind. The scheme allows blue badge holders to park close to where they need to go on streets and in council owned car parks.

The Friary multi storey car park in Lichfield City operates an automatic number plate recognition (ANPR) system. If you are a blue badge holder, you will need to register with us with your badge number and vehicle registration number to enable the system to give you free parking.

You will need to apply to trade on streets in Lichfield District - whether that's a fixed pitch every week (e.g. a burger van), a mobile unit (such as a travelling ice cream van), or an occasional street pitch. If you want to trade at a special event (for example as part of an advertised festival) please apply to trade at a special event.

You can report a dead animal locally. Please be aware we remove dead animals (wild and domestic) from district council land and adopted highways. We do not remove dead animals from private land (such as driveways, gardens, fields or farmland). This is the responsibility of the landowner.

You can report dog fouling on district council owned land or adopted highways. Depending on the severity of the issue you report, we will either send out a crew to address it as soon as possible, or address it when our team is next in the area, which is normally within 7 days. If your neighbour's evergreen hedge is causing concern, we advise you to talk to your neighbour first - they may be unaware that it is causing you a problem. If you have tried and exhausted all other avenues, you can make a complaint about a neighbour's hedge to us. High hedge complaints cost £400 the fee is non-refundable once the compliant has been submitted.

We will investigate complaints about septic tanks, private treatment plants and private drains if they are causing a public health hazard, and the landowner has not addressed the issue. We do not operate a 24 hour response to drainage complaints.

We will investigate complaints about noise and scrap metal dealers operating with no licence. If you have concerns about criminal behaviour, such as removing/taking items that are not scrap, please report your concern to Staffordshire Police on 101 (or 999 in an emergency).

We investigate complaints about ongoing/repeated noise - if it is affecting you at your home/business property. We respond to complaints between Monday - Friday 9am - 5pm. We do not operate a 24 hour response.

You can report smells, fumes, dust, bonfire and smoke concerns. If the smoke/fire you are reporting is likely to cause an immediate threat to people’s lives, road users or land/property, please dial 999 and speak to the fire service.

We respond to reports of breaches in relation to building works or changes of use, advertisements, non-compliance with conditions imposed on planning approvals, the felling of protected trees and the removal of hedgerows, works to listed buildings and demolition in conservation areas.

We work with Central Building Control to respond to reports of dangerous structures in the district. If you are reporting a dangerous building out of hours (for example at night or during the weekend), please call the council’s out of hours line on 01527 64252 extension 3316. The out of hours line is hosted by Redditch Borough Council.

Our crews do not finish their collection rounds before 4.30pm, so if you are reporting a missed bin before 4.30pm, we may not have reached you yet. Our crews also have to go to the tip site regularly to empty their wagon - sometimes halfway through a street because their vehicle is full. They will come back to finish the street when they have emptied their vehicle.

You can report car park issues including a complaint about a warden, maintenance standards and ticket machine faults in district council owned car parks.

You will be able to report an abandoned vehicle. We will only investigate vehicles that have no tax, no known keeper, are not registered as 'off the road' (SORN), and are:

Stationary for a considerable time with poor internal and external condition.
Significantly damaged, rundown, unlocked or not roadworthy (flat tyres, missing wheels, broken windows etc).
Vandalised or burned out.
Missing both number plates.
Please be aware we can only remove vehicles on private land with the permission of the landowner.

Examples of this could include:

the waste is encroaching onto the public highway
the waste is attracting pests or vermin
the state of the house/property is causing health and safety issues for adjoining homes (damp or smells)

You will be able to report a broken, damaged or missing street nameplate.

We will respond to and pick up fly tipping on district council owned land or adopted highways. We are sorry but we are not responsible for removing fly-tipping from private land. Please contact the landowner directly. We may however investigate and potentially trace the perpetrator of fly tipping on private land.

We maintain district council land and adopted highways across the district. Depending on whether the issue is a danger to the public, we will either send out a crew to address it as soon as possible, or address it when our grounds maintenance team are next in the area. We do not maintain private land - if the issue is on private land, please report it to the land owner.

You will be able to report a litter/dog bin issue.

We are responsible for the emptying/maintenance of litter bins and dog waste bins in our parks and open spaces, city/town centres and in some other on-street locations such as laybys. We also empty some litter and dog bins on behalf of other organisations, such as parish councils.

Depending on the severity of the issue you report, our team will visit to assess the bin/address the issue as soon as possible, and normally within 7 days.

If the bin is broken, the timeframe for repair or replacement will depend on availability of parts and labour.
If the bin is not owned by us, we will report the issue to the owner and request they investigate further and either increase the number of times they empty it, or repair/replace it.

You will be able to report a street cleansing issue.

We will respond to reports of:

Syringes or sharps
Broken glass
Vomit
Litter
Excessive leaf and blossom fall from public land
Roads that require sweeping

We do not mend potholes. This is the responsibility of Staffordshire County Council. Report a pothole on their website.

You can report an issue in a district council owned/maintained toilet. If the issue is in a privately-owned toilet (such as a hotel/shop/restaurant etc), please report it to the building/land owners.

We will remove or cover up graffiti on district council owned land and property. We will also remove or cover up graffiti that is offensive, racist or abusive on privately owned buildings. Any other graffiti is the responsibility of the landowner. Please contact the landowner directly.

We will investigate health and safety concerns about private rented housing, particularly if your landlord is refusing to or has simply not fixed an issue.
