Residents first - Smaller, community-focused councils mean residents deal with one local authority for all services, keeping contact close to home and reducing bureaucracy.
Local democracy matters - By grouping together areas with shared identity and connections, representation remains local and decision-making stays in touch with communities.
Strong economic foundations - The three-unitary model groups areas that share real economic, transport and business links, creating balanced councils each serving around 300–400,000 people.
Better public services - Replacing the two-tier system with one council per area removes duplication, simplifies systems and delivers savings of around £15 million a year across Staffordshire - money that can be reinvested into frontline services.
