Statements of accounts

Every year we publish a statement of accounts that details how we have performed financially. We prepare this in line with the code of practice on local authority accounting, which requires that it presents a true and fair view of the council’s financial position. Our external auditors also publish a letter about our performance every year.

Every year we also publish our unaudited statement of accounts, which includes our annual governance statement, for public inspection. Our accounts are also subject to external audit by Grant Thornton UK LLP.

The period for the exercise of public rights under the Local Audit and Accountability Act 2014 is normally required to include the first 10 working days of June. However, because of the potential impact of the covid-19 virus on local authorities’ ability to have prepared their draft statement of accounts by the end of May, the requirement has been suspended for 2020.

This means that for Lichfield District Council, the deadline to publish its unaudited accounts has now moved from 31 May 2020 to 31 August 2020, with the deadline for publishing audited statements being pushed back from 31 July 2020 to 30 November 2020. The period for the exercise of public rights will therefore commence at the very latest at 9am on 1 September 2020 and will conclude at the very latest at 4.45pm on 12 September 2020.

During the public inspection period, which is in line with the Local Audit & Accountability Act 2014, the Accounts & Audit Regulations 2015 and the Local Audit (Public Access to Documents) Act 2017:

Any person may inspect/make copies of the council's accounting records, and certain related documents (comprising books, deeds, contracts, bills, vouchers and receipts), for the financial year to 31 March 2020, by visiting:

Any local elector*, or his/her representative, may contact Grant Thornton UK LLP to ask questions about the accounts, by writing to:

Any local elector*, or his/her representative, may object to the council’s accounts (under Section 27 of the Local Audit & Accountability Act 2014) and request that Grant Thornton UK LLP issue a report in the public interest, or apply for a declaration that an item of account is unlawful, (under Section 28 of the Local Audit & Accountability Act 2014). A written notice of the proposed objection, and the grounds on which it will be made, must be sent to Grant Thornton UK LLP at:
