Introduction
Lichfield District Council (“the Council”) is responsible for regulating charitable collections within Lichfield district.
Charitable collections fall into two categories:
- Street collections, which include collecting cash or the sale of articles in the street. These require a permit under The Police, Factories, & c. (Miscellaneous Provisions) Act 1916. The rules for such collections are provided by The Charitable Collections (Transitional Provisions) Order 1974.
- House to house collections for money or property. These require a licence under The House to House Collections Act 1939. The rules for such collections are provided by The House to House Collections Regulations 1947.
If articles are sold for any form of personal gain or as a commercial activity, then either a street trading consent or a pedlar’s certificate will instead be required.
This policy will apply to street and house to house collections within the district.
The Charities Act 2006 contains legislation that would update the way that charitable collections are regulated, but this has never come into force.
