Policy purpose

1.  The purpose of the policy is to:

  • The purpose of the policy is to ensure that charitable collections are treated fairly and consistently, that collections are managed effectively, that the level of regulation is appropriate, and to give people confidence that it is a genuine charitable cause they are supporting.
  • The policy also provides clear guidance to officers and councillors when determining applications for charitable collections.

2. The scope of the policy

  • A street collection is defined as a collection of monies that takes place on a street. Street collections most commonly take the form of a collector asking members of the public to make a cash donation in a collecting box or tin.
  • A ‘street’ includes any highway and any public bridge, road, lane, footway, square, court, alley or passage, whether a thoroughfare or not.  For the purpose of this policy, any land to which the public can access without payment, including private land, is considered to be a street.  For example, this could include car parks, forecourts and other open spaces.
  • A house to house collection is defined as the collection of either money or items directly from a person’s property.
