Juvenile offenders and vulnerable adults
If an officer believes that an alleged offender is vulnerable and the issue of a Fixed Penalty Notice is not in the public interest to proceed, then on the spot education may be considered. This may include asking the person to rectify their actions.
We will not issue a Fixed Penalty Notice to anyone under 15 years old but will issue an informal verbal warning and on the spot education. Where appropriate, an officer may also report the incident to the parent or legal guardian.
Where an offender is 16 or 17 years old, a Fixed Penalty Notice may be issued depending on the circumstances. Where an Fixed Penalty Notice is to be issued, the parent or legal guardian will be informed.
